Founded in 2012, the INTEGRATED BEHAVIORAL RAPTOR INTELLIGENCE STUDY was pitched by Vic Hoskins of InGen Security and approved by Simon Masrani after the Costa Rican government granted the appropriate permits. On paper, the purpose of the program was to study the intelligence and relationships of Velociraptors through numerous methods of human interaction. However, unknown to Simon Masrani and Jurassic World staff, Hoskins and other InGen Security leadership personnel were using the project with the hopes of eventual military application.

Owen Grady, a US Navy Veteran was hired to work directly with the animals in the program, and was picked due to his experience training dolphins while in the Navy. Owen did not know of InGens true intent for the raptors, and was genuinely working with the raptors to learn more about the animals.

In 2013, Owen realized he needed additional help working with the raptors and earning their respect, and petitioned Hoskins to hire his friend from France, Barry. Hoskins approved the hire, and Barry became a key player working alongside Owen on project I.B.R.I.S.

The Raptors

Project I.B.R.I.S. saw the creation of at least 4 successful Velociraptor specimens (Blue, Charlie, Delta and Echo), and at least one 'rejected' specimen (Subject V-2).

To create the unique raptors for I.B.R.I.S. Dr. Henry Wu created custom genetic code for each animal, initially built from V.1.0 raptors, under the guidence of Vic Hoskins and Owen Grady. It remains unclear how and why Dr. Wu chose the unique genetic attributes of each animal, though it's probable a key factor was to create more obedient animals. (NOTE: the lack of clarity is likely due to Wu's obsession with secrecy)

The Field Test

When the Indominus Rex escaped its paddock in 2015, Vic Hoskins took advantage of the opportunity and revealed his true plans for Project I.B.R.I.S. Hoskins, and InGen Security petitioned to use the Raptors to track down the Indominus, but were shut down by Simon Masrani. However, shortly after Simon Masrani was killed in a Helicopter crash, and Hoskins was granted emergency leadership by the board.

Owen, opposed to the idea, got into a physical altercation with Hoskins, trying to stop the field test. When it became clear that Hoskins and InGen weren't backing down, Owen reluctantly agreed to help in hopes of protecting the lives of the raptors and other involved.

The Hybrid Connection

It is unclear if the Indominus Rex was originally created as a beta test for future I.B.R.I.S. integration, but there is no doubt that the programs eventually became connected to Hoskins 'skunkworks' goals.
