Founded in 2012, the INTEGRATED BEHAVIORAL RAPTOR INTELLIGENCE STUDY was pitched by Vic Hoskins of InGen Security and approved by Simon Masrani after the Costa Rican government granted the appropriate permits permits. On paper, the purpose of the program was to study the intelligence and relationships of Velociraptors through numerous methods of human interaction. However, unknown to Simon Masrani and Jurassic World staff, Hoskins and other InGen Security leadership personnel were using the project with the hopes of  eventual military application.

Owen Grady, a US Navy Veteran was hired to work directly with the animals in the program, and was picked due to his experience training dolphins while in the Navy. Owen did not know of InGens true intent for the raptors, and was genuinely working with the raptors to learn more about the animals.

In 2013, Owen realized he needed additional help working with the raptors and earning their respect, and petitioned Hoskins to hire is friend from France, Barry. Hoskins approved the hire, and Barry became a key player working alongside Owen on project I.B.R.I.S.
